The talented teenager, who has been dubbed by some as "the Turkish Lionel Messi", was said to initially be convinced by Barcelona's proposal until Real swooped in at the last minute.
Guler has already been capped on four occasions for his country, while he amassed an impressive 21 goal contributions in 51 senior games for Fenerbahce in his two years in the first team.
The player becomes the 14-time European winners' fourth acquisition ahead of the 2023/24 campaign, after Fran Garcia, Joselu and Jude Bellingham.
Brahim Diaz, meanwhile, has returned to the club following a two-and-a-half-season loan spell at AC Milan at Italy.
