The French giants are believed to be willing to make a great push to land the diminutive playmaker's signature as soon as possible, with his super-agent, Jorge Mendes, said to be at the heart of negotiations.
With Mendes having initially been met with resistance by the Premier League giants, PSG sporting director Luis Campos is said to have stepped in to try to secure the 28-year-old's services.
According to Get French Football News, Campos has contacted his counterpart at the Etihad Stadium, Txiki Begiristain, to offer him Italy internationals Marco Verratti and Gianluigi Donnarumma in exchange for Silva.
The 2022/23 treble winners seem reluctant to let the Portugal international go, and consequently want significant compensation for his services.
While the Italian duo do address certain needs within Pep Guardiola's side, the same report claims that City do not deem the offer suitable enough.
The English giants are keen on the players, however, so negotiations between the two teams remain ongoing, with the ex-AS Monaco attacking midfielder potentially set to complete a sensational return to Ligue 1.

PSG were believed to be facing competition from Barcelona for Silva, but the financial outlay of such an operation is currently beyond the Blaugrana's scope, leaving PSG firmly in the driver's seat to land the 82-cap Portugal international's signature.
