United are claimed to be keen on paying €30 million including €2 million in add-ons to meet Pedro's reported release clause.
However, Barcelona president Josep Maria Bartomeu insists the player's release clause is still at €150 million and he hasn't received any offers for the Spaniard.
"We don't foresee any departures from the team," Bartomeu told reporters, as quoted by the Mirror.
"I've read many things about a Pedro departure, but no one has officially addressed our club. Our squad is complete.
"The team is what it is. It has been put together. We have the team that our coach wanted it's done and completed."
Many reports suggest Pedro's United deal is closely linked with Angel Di Maria's departure, but it seems certain the Argentine will leave Old Trafford.
Louis van Gaal wants to close the Pedro-deal as soon as possible, but it seems Barcelona are trying to keep him at least until after the European Super Cup final.
The Catalan's will face Sevilla on 11 August and if Pedro would leave before this date, they will be short on attacking options, with Lionel Messi and Neymar only recently returning to the squad.

United, however, start their English Premier League campaign on 08 August against Tottenham and are keen to close the deal before then.
