After a promising start to the 2023/24 campaign by the 21-year-old, during which he has scored in both the FA Community Shield and UEFA Super Cup, the Manchester native is looking to secure himself more first-team opportunities and has seemingly found himself that chance at Stamford Bridge.
Speaking to the Blues' website, Palmer said he was eager to work with Mauricio Pochettino's hungry squad.
"I'm excited to get started and it feels great to sign," he stated.
"I've joined Chelsea because the project here sounds good and because of the platform I will have to try to showcase my talents. It is a young and hungry squad and, hopefully, we can do something special here."
The England U21 international has signed a seven-year contract in west London, with the option of an eighth, and will remarkably be Mauricio Pochettino's 11th signing of the transfer window.
