The game started off being a tightly contested affair, but after 20 minutes Peru's Carlos Zambrano got shown his marching orders, after the referee sent him off for what appeared to be an accidental high boot on Charles Aranguiz.
Peru were on the back foot from then onwards, as they were forced to play with 10 men for the remaining 70 minutes of the match.
Vargas opened the scoring for the host nation in the 42nd minute in bizarre fashion, as he scuffed his initial shot before rolling the ball past Peru's prostrate goalkeeper Pedro Gallese.
Peru came back into the game and equalised on the hour mark when Paolo Guerrero split the Chilean defence with a pass for Luis Advincula, who whipped in a cross from the right-hand side and Gary Medel turned it into his own net
It only took Chile four minutes to take the lead again and it was Vargas who scored his second goal, with a stunning 30-yard strike. The 25-year-old thumped the ball over goalkeeper Gallese into the top corner from outside the box.
