Under the guidance of Patrice Motsepe, the Confederation of African Football (CAF) has implemented big changes under the guidance of South African businessman Patrice Motsepe.
This includes reduced debts and increased prize money for both the men's and women's Africa Cup of Nations (AFCON). Despite these positives, Senghor has taken a different view.
As reported by Afrik-Foot, Senghor told Senegal's 2STV that CAF has allowed itself to be governed by North African nations such as Morocco and Egypt.
The Senegalese football president reportedly pinpointed Fouzi Lekjaa, the president of the Moroccan Football Federation, as the key figure behind an alleged new domination organised by supposed Arab leaders.
"When we talk about Morocco, about the president of the FRMF (Fouzi Lekjaa), I would say that it is not the leader who is strong, but Morocco who has been able to impose an essential position on the African Football Confederation," Senghor claimed, according to Afrik-Foot.
"CAF has thrown all the African federations into Morocco's arms. Accepting that doesn't mean submitting to it. There's no way I'd do it anyway. It's not a matter of opportunism. This submission would be to join FIFA or preside over CAF."
According to Afrik-foot, Niger's recent home clash against Morocco had to be moved to the away nation as the hosting country did not have any CAF approved stadium.
"When we see Niger hosting Morocco in Morocco, yes, it poses a problem for me. Taking charge of the opposing team poses an ethical problem. We need to think about how to resolve this."
The politician also reportedly criticised Motsepe for his governance.
"I exchanged messages with Patrice Motsepe," Senghor said. "I asked him, looking at those who were elected (within CAF), if this was really the equality and balance advocated and sought by our ancestors, that is to say, the first presidents, the heads of state, up to Mandela," the Senegalese added.
Senghor's sentiments come after missing out on a seat on FIFA council due to not having enough votes.
The former CAF vice-president feels there is no more diversity and reportedly claimed CAF is no longer the representative of African football.

"There is no more diversity," he said.
"We can doubt the existence of this democracy. It is intolerable that these 10% of Africa represent 90% of the rest of the continent at FIFA. This is not acceptable!"
