The Sea Robbers had to close down their academy in November 2012, citing that they had to do a clean-up within their structures in order clear out age cheats.
Having reopened the academy in March last year, Palacios is confident that the new measures in place will hold steadfast. He explained the lengths that the club goes to in order to ensure that their young players are exactly the age they claim to be.
"It is too expensive to do full medicals to check age. For us, you have the mother's ID. You have the card from the hospital where he was born. You have the school papers and you have the fingerprints that the police must clear," Palacios explained to Soccer Laduma.
"No one can cheat us – it's impossible! Its 100% fool proof. We introduced this at Pirates two years ago. This is how we do it in the Soweto League under Phil Mogodi, the president," he added.
