Lukaku has begun the season with two goals in his opening two games following a permanent switch from Manchester United last month.
The Belgian is Antonio Conte's number one striker following the departure of Mauro Icardi, who was deemed surplus to requirement and loaned to Paris Saint-Germain.
Despite the Belgian's impressive scoring record, Fabio Capello does not believe Lukaku is a world class striker.
"Lukaku is a good player with good movement," Capello was quoted as saying by Football Italia.
