According to The Independent, the Blues are now in pole position to sign Ghana international Mohammed Kudus, with the west Londoners set to price out their cross-city rivals as they look to bolster their midfield.
The two-time European champions are able to do this as a result of the significant number of player exits they have managed to pull off this off-season.
The likes of Christian Pulisic, Ruben Loftus-Cheek and Kalidou Koulibaly departed Stamford Bridge in this transfer window, and it is seemingly the money recouped from these sales that enables the club to fund a push for the Right to Dream alumni.
Arsenal, on the other hand, have had a different transfer window in that most of their business has had to do with incomings. If they are to sign up the Ajax Amsterdam talisman, they will reportedly need to sell players first.
Folarin Balogun and Kieran Tierney are expected departures from the Emirates Stadium, but deals for the duo are expected to take time.

The same report suggests that Chelsea are able to offer a better transfer fee and better wages for Kudus, with the goalscoring midfielder likely cost about £40 million (R906 million).
