Reports had previously suggested Barcelona would be favourites to secure his services should he decide against extending his deal in Paris, with it now appearing the 35-year-old could be heading to the MLS instead.
Ornstein states that an agreement between Messi and the side co-owned by Beckham has not been fully reached, seemingly implying there has been positive talks between the club and the player's camp in recent months.
Discussions will reportedly resume after the 2022 FIFA World Cup in Qatar, but Inter Miami will face stiff competition from the forward's former side Barca, who are said to be interested in reuniting with Messi.
The Argentine left the Blaugrana as a free agent last year, with president Joan Laporta having already said that he does not believe Messi's chapter at the LaLiga giants is closed.
PSG, meanwhile, are hopeful of convincing their No. 30 to commit to a new contract in Ligue 1 amid his stunning run of form this season, during which he has contributed to 25 goals in just 17 matches across all competitions.
