City have been interested in the Wolfsburg midfielder for most of the transfer window and it is believed that the club have bid in excess of £50m for the player.
However, Allofs has now revealed that there are only minor issues to be sorted out before the completion of the deal.
"We will complete everything either tonight or tomorrow. De Bruyne is off to Manchester City," Allofs told reporters.
"I explained at the presser that we had begun talks, those talks have progressed. Now only minor issues remain."
Allofs added that De Bruyne had done a lot thinking before finally making the decision.
"Of course it's stressful but it's a luxurious position for him to be in. He's going to go from a Champions League club to another Champions League club, that's a luxurious position to be in.
"He's done a lot of thinking but he's made this decision. To live with this uncertainty, as a professional footballer you'll just have to make it work."
The Belgian was named the German Player of the Year last season, after he scored 18 goals and assisted a further 28 in all competitions for Wolfsburg.
