The Italian striker has been forced to train on his own by Liverpool boss Brendan Rodgers, and had no part in any of the Reds' pre-season games.
Liverpool are reportedly trying to get Balotelli, who arrived at the club for £16 million last year, off their wage bill, but the striker has rejected an opportunity to leave.
Dubai-based side Al Ahli confirmed they were interested in his services, but the Italian rejected the offer from the Middle East.
"We thought about Balotelli and we even had a discussion with his agent, Mino Raiola," Al Ahli coach Cosmin Olaroiu told Sky Sports.
"But Balotelli turned down our proposal because he wants to play for another."
Balotelli was also linked with Serie A side Sampdoria, as well as several loan moves, but Raiola reportedly told Liverpool chief executive Ian Ayre his client doesn't want to leave Anfield.
