Scaloni, who took over from Jorge Sampaoli after the 2018 FIFA World Cup, had initially announced a 32-man preliminary squad, but cut it down to 23 on Monday.
"We believe that we have selected the best players right now for what is an important time for the national team," the coach said, as quoted by ESPN.
"It causes me pain for those that haven't made it but I could only select 23.
"When you have so many good players to choose from, there are always doubts. But I made my decisions on what was best for the team. We know what we want and we know what our path has to be."
The Albiceleste play Nicaragua in a warm-up game on 8 June before starting their Copa America against Colombia on 16 June, with Paraguay and Qatar being the other two teams in their group.
Scaloni called up Sergio Aguero for a first time in his reign, while he snubbed the likes of Gonzalo Higuain and Mauro Icardi.
