In recent days, rumours suggested that the 33-year-old had reached an agreement with Al Ittihad over personal terms.
The Belgium international has previously admitted to being open to a move to the Saudi Pro League, but it looks as though that potential switch will not materialise in this window.
City boss Guardiola has insisted that De Bruyne, still a key player for the Citizens, will be at the club going into the 2024/25 season.
"Kevin isn't leaving. If someone leaves, we're going to talk about that," he said, according to the Daily Mail.
"Of course, until the last day, we have chances (to make transfers), I don't rule it out, the option to have new players, but I think there is an 85%, 90% chance we will have the same squad."
De Bruyne is entering his 10th year as a City player following his arrival from Wolfsburg in 2015.
