The Cape Town City youngster is making significant strides in his development, having joined the Blues on trial earlier this month.
Witbooi, son of Surprise Ralani, is scheduled to return to South Africa on 2 December, though he is said to have looked completely comfortable training with Chelsea's U18s.
Grant Veitch, City's Head of Development and Recruitment, has been alongside Witbooi this month in London and discussed the promising starlet's time so far in a lengthy interview set to feature in Soccer Laduma's upcoming newspaper edition.
While explaining how he has used his opportunity to meet with club officials at other teams in England, Veitch stated that Manchester City's ownership group has also expressed interest in Witbooi.
"I've met with recruitment guys at Wolves, at Leicester, at Southampton," he said.
"I've tried to get about because I think there's a big interest in African talent now, like a big, big interest, especially with clubs that have multi-club associations or groups. There is some interest from Man City as well, for Emile, the City Football Group.
"There's interest from other big clubs, but I think with Chelsea they were the first people to really put money where their mouth is.
"I mean, everything was all expenses paid for both me and Emile for the month."

Speaking further on the motivation Witbooi could take from his trial at the Blues, Veitch added: "You know, in South Africa, us telling him to do it, he didn't understand the context. Now he's going to understand the context as to why he needs to do the things he needs to do."
