Real will face Arsenal in the International Champions Cup in the US on Wednesday morning, but reports suggest the deal could be confirmed ahead of the game.
Arsenal have only signed Brazilian wonderkid Gabriel Martinelli so far in this window, but manager Unai Emery has confirmed they are working on multiple targets.
"We are working with calm in the market," he said, as quoted by AS.
"The three or four signings we will make, we are working on with patience in order to make the best decision possible with the best conditions."
Ceballos was part of the Spain squad that won the Uefa European Under-21 Championship last month. He was signed by Real in 2017 and has since made 56 appearances for the Spanish giants.
