The 28-year-old joins Chelsea on a four-year deal and becomes the Blues' second signing after Radamel Falcao.
"I am very happy to be joining Chelsea FC," he told Chelsea's official website.
"After speaking at length to the manager, I feel like I can develop here and be an important part of this team.
"I am looking forward to meeting up with the team on Wednesday for the pre-season tour."
Begovic joins the club for an undisclosed fee, believed to be around £8 million. He made 172 appearances for Stoke and will be the back-up keeper to Thibaut Courtois.
However, Courtois will keep his no.13 shirt, while Begovic will wear the vacant no.1 shirt.
