Coach Ronald Koeman went with the same side that started the win over Romania, while Turkey handed recalls to Samet Akaydin, Hakan Calhanoglu and Salih Ozcan.
The Dutch got off to a lively start and should have opened the scoring inside five minutes when the space opened up for Memphis Depay in the box, but the forward blazed over the crossbar.
Koeman's side enjoyed more of the possession in the first period, but Turkey remained a solid threat on the break whenever they pushed forward.
The Turks did go on to break the deadlock ten minutes before the halftime break when Ardar Guler sent a fine cross to the far post, where Samet Akaydin was on hand to send a towering header into the back of the net.
Koeman made a change at the start of the second period as striker Wout Weghorst was introduced in place of Steve Bergwijn, with the Dutch going for a different approach in the attack.
With the Dutch pushing for an equaliser, Turkey nearly caught their opponents lacking after the hour mark but goalkeeper Bart Verbruggen produced a fine save to keep out Kenan Yildiz's powerful strike.
However, the Netherlands did equalise with 20 minutes to play when defender Milan Skrinniar rose above his marker to nod home a cross from Depay.
The Netherlands completed the turnaround in the 76th minute when Denzel Dumfries' well-weighted cross was bundled home by Cody Gakpo, who has become the top scorer in the tournament with four goals and they will meet England in the final four.
