The young winger, who has been capped on 14 occasions for his country, becomes City's third signing of the transfer window after Mateo Kovacic and Josko Gvardiol.
Doku joined Rennes in 2020 from Anderlecht, and leaves having made 92 appearances and contributed to 22 goals.
It is thought that the player has come in as Mahrez's replacement after the Algerian accepted advances from Saudi Pro League side Al Ahli earlier in the window.
