Miguel Herrera's side were dealt a blow midway through the second when captain, Rafael Marquez, had to be replaced through injury.
Bolivia's winless run in the competition has continued, stretching back to 1997, while Mexico lost all three matches at the 2011 Copa America.
Mexico will now entertain Chile in their next clash, while Bolivia take on Ecuador on the same day.
