The prestigious award sees FC Bracelona's Lionel Messi and Real Madrid's Cristiano Ronaldo go head to head once again, but this time there is a new competitor in Neymar, and the Selecao coach plumped for his team's captain.
"I voted for Neymar. It's Neymar's moment, but the others are at the same level," he told Globo Esporte.
Dunga feels Cristiano had a "fantastic" last year, but "he doesn't have the same performance" level this time around.
"It's not that he's not playing well, it's that he's not at the same level as last year," explained Dunga.
"Messi was good, he got injured, and Neymar, in this moment, flying, took the position as leader of the team. I think it's his moment."
Messi has won the Ballon d'Or four times (2009, 2010, 2011, 2012) while Cristiano picked it up in 2008, 2013 and 2014.
