The 21-year-old leaves the 20-time English champions after making only 13 senior appearances since breaking into the first team in 2022.
Hannibal arrives at Turf Moor having already played 38 times in the EFL Championship after spending the 2022/23 campaign on loan at Birmingham City.
It initially appeared the Tunisia international was set to join Burnley on loan with an obligation to buy included in his deal, but the terms of the agreement have since changed.

His sale could help United in their pursuit of a new midfielder, with Paris Saint-Germain's Manuel Ugarte expected to make his way to Carrington before the window closes.
