Speaking in a recent interview with The Athletic, the Red Devils' all-time record goalscorer weighed in on Erik ten Hag's decision to strip Harry Maguire of the captaincy.
Rooney, now managing DC United in the MLS, suggested that the Dutchman has demonstrated a lack of faith in the 30-year-old centre-back, and wondered how the England international can come back from what happened.
"To have the armband taken off you, how does he move forward with the club?" he said.
"That shows the manager really doesn't believe in him.
"It leaves Harry in a position where he has to think on what he does moving forward. The best thing now is probably for him to move."
The 37-year-old then discussed Mason Greenwood's future at Old Trafford, saying the 21-year-old should be looking to continue his career elsewhere too.
"For Mason, it's a bad position to be in because I'm sure he just wants to play football," he added.

"But for the club, its image and ensuring they make the right decisions, it's almost a catch 22. I think the best thing for Mason now is to get out of the club and go and develop somewhere else."
